Any Civilian Member can submit a proposition to any Joint Chief. Military Members however, should submit propositions to their direct superior officer, reaching the Joint Chiefs of Staff only when all officers in between have found it acceptable.

Civilian Propositions

Propositions made by a Civilian Member, this includes but is not limited to, acquisition of communal civilian ships, trade agreements, recruiting new recruits, or other non-military matters.

Military Propositions

Propositions made by a Military Member, this includes but is not limited to, acquisition of communal warships, recruiting new recruits specifically into the Military section, or other military matters.
